*Development,transparency, and discipline the three fundamental principles of my government.
Chief Minister D K Shivakumar today delivered a clear and strict message to bureaucracy on administrative performance,public service,development,and accountability and said the people were watching their performance.

Addressing the officials at the Belagavi division-level progress review meeting at Suvarna Soudha,the CM said,”Public service is the true dharma of governance, and lapses in duty will not be tolerated.
If we look at a hundred people with two eyes, two hundred eyes of those hundred people are watching us in return.
We politicians go before the people once every five years seeking their mandate.Officials don’t face that same test.
But if officials grow complacent and forget their duty because of that,it becomes a betrayal of the people.If the officer class carries out its responsibilities effectively,the expectations people place in the government will be fulfilled.”
*Officers Must Stay Close to the People:
“District and taluk-level officers must reside within their own jurisdictions.Only then can you be accessible to people and respond to them.I will not tolerate people being needlessly made to wander from office to office.
If work is handled smoothly at your level,people won’t have to make the rounds even for small tasks.Officials must be among the people—not confined between office walls—and problems should be resolved locally wherever the law permits.”
*Strengthening the Prajaseve Department:
The CM called for effective implementation of the Prajaseve department, set up by the government to redress public grievances.
“MLAs, ministers,and officials must regularly go to the people.I continuously run Jana Spandana programs, and this model should be adopted at every level of administration.”
*Planned Urban Growth:
On urban development,he said:”There is no room for unscientific,unplanned layouts.Cities and towns must grow in a disciplined,planned manner that serves future generations.
Cabinet decisions must be understood correctly and implemented to the letter. No one should be permitted to build layouts without proper authorization.”
“e-Khata Revolution:
Highlighting the Revenue Department’s e-Khata initiative, he said:”We are delivering e-Khata to people’s doorsteps without them spending a single rupee—a model for the entire country.After Bengaluru,this is now being extended to every district in the state.”
*CSR Schools on the KPS Model:
“We are starting CSR schools developed on the successful model of KPS schools.I piloted this in my own constituency starting at the primary level,and it has succeeded— 20 schools are now running smoothly there. My goal is for every constituency in the state to have 10–20 such quality schools,with government and industry working together.”
*No Politics on SIR:
Referring to the SIR process in the State, he said:”We should not politicize this issue.State election officials have explained everything clearly,and we are fully supporting the Election Commission of India’s plan.
Every eligible citizen’s right to vote must be protected — the government will provide whatever documents are needed.
BLOs must visit every household at least three times to deliver the application.Those without voting rights cannot access government benefits,so we are opening help desks in every ward and area.Not a single eligible voter’s right should be lost and that is our government’s objective.”
*Youth Employment:’Yuva Udyoga Setu:
The CM said Yuva Udyoga Setu,a new programme connecting students and young people with private-sector job opportunities, alongside the opening of private employment exchange centers,was being planned.
*10,000 ‘Bharat Jodo Yuva Sangha’ Associations.
*Statewide Land Audit:
The CM said the Revenue Department had ordered a comprehensive audit of all revenue department land across the state.
“The government must have precise records of every inch of such land.Providing sites to all site-less poor families must be mandatorily implemented, and we are formulating a clear plan for this.All officials must compile and submit accurate records and details of revenue land in their areas.”
*Key instructions to officials during the Review meeting:
1. Public service is the dharma of governance — no room for lapses in duty.
2. Officials must be accountable to public trust every single day.
3. Daily monitoring of every field officer’s activities.
4. Prajaseve Department to be strengthened as the hub of public service.
5. Local-level resolution for every problem.
6. Brake on unplanned urban expansion;push for scientific city planning.
7. No unauthorized layouts permitted.
8. e-Khata extended statewide;revenue administration overhaul.
9. CSR schools on the KPS model for rural education- 10–20 quality schools per constituency.

10.Mandatory three BLO visits per household.
11.Voter help centers at every ward.
12.’Yuva Udyoga Setu’ to connect youth with private jobs.
13.Rs 10 lakh grants for 10,000 ‘Bharat Jodo Yuva Sangha’ associations.
