Steps taken for quality education and job creation in rural areas to prevent migration to cities:CM D K Shivakumar

*Measures to attract industries to create jobs.

Chief Minister D K Shivakumar today said that the government was setting up schools under CSR to provide quality education in rural areas and setting up industries to prevent people from migrating to cities.

Addressing a press conference after a division-level progress review meeting here,the CM said,”Yesterday,I visited Basavakalyana and the Anubhava Mantapa.With the goal of inclusive development for all,we began our tour from Basavakalyana,the land of Basavanna,”he said.

*Measures to attract industries to create jobs:

“Our goal is to encourage industry creation in tier 2 and tier 3 cities to generate employment.We have taken several measures with the aim of preventing rural people from migrating to cities for work and instead creating jobs where they already live.

To attract industrialists to Kalaburagi city and other tier-2 and tier-3 cities, we have decided to offer a 0.6 premium FAR and 2x FAR.

This will allow industrialists to get land at lower rates. The necessary amendment for this will be brought in by the Urban Development Ministry,”he said.

*Construction of CSR schools for quality education:

“To prevent rural children from migrating to cities for education, we have decided to start CSR schools at the gram panchayat level.

Companies just need to invest 10-15 crore rupees to provide us with school buildings and infrastructure. About 2,000 schools will be built under this arrangement,” he informed.

*Private employment exchange under Yuva Setu:

“The Yuva Setu scheme has been designed to create a recruitment exchange system in the private sector. Any company wishing to recruit can select skilled youth through this employment bridge.

The government’s Skill Development Department will provide the necessary training to them.Preference will be given to local candidates.

Apart from this,the government will not interfere in the recruitment process.The proportion of local preference will be decided after discussion with the companies’ management board members,”he said.

*No interference in the SIR process:

“The SIR (Special Intensive Revision) is underway in the state, and our government has decided to transparently protect voters’ rights.We have no need to politicize this issue, nor any interest in doing so.

Others may criticize but protecting every individual’s right to vote in the state is our government’s commitment.

Through this, government schemes should reach the people. We are raising our objections regarding the SIR process in court.

The Opposition believed our government would not cooperate with the SIR.We cannot allow people to lose their voting rights just because we have disagreements.

Our government will not allow the process to be conducted outside the law.BLOs (Booth Level Officers) must contact every household three times.

Political parties have been given the opportunity, through BLA2s,to help people in filling out these forms.This process must be carried out by BLOs within the legal framework as per the Election Commission’s guidelines,” he said.

“A task force has been formed to manage drinking water problems.We have instructed that all RO drinking water centers be inspected and water quality tested.

We are providing a special grant of 5,000 crore rupees every year for the development of the Kalyana Karnataka region,”he said.

*Revolutionary programme to correct property records:

“A revolutionary step has been taken in the Revenue Department through the distribution of E-Khata.

Programmes such as Podi (land record correction), and E-Swatthu have been undertaken to correct records for properties people have earned.

We are moving forward to provide all these documents free of charge.We are also working to convert villages into revenue villages,”he said.

“We have started the Prajaseve Department to listen to people’s problems.

District in-charge ministers must conduct a Prajaseve campaign every 15 days within their district’s assembly constituencies to hear people’s grievances.MLAs should conduct this campaign at the panchayat and hobli level,” he said.

*Bharat Jodo Yuvakara Sangha registration process by August 15:

“To foster harmony among youth and develop their skills in art, sports, and leadership, we have decided to form 10,000 Bharat Jodo Yuvakara Sanghas (youth associations) at the gram panchayat and ward level.

Each association will receive an annual grant of 10 lakh rupees.The registration process for these associations will be completed by the 15th of next month.”

Deputy Commissioners have been directed to allocate around 10,000 house sites for the poor on Revenue Department land in every constituency.A textile park is being launched in Kalaburagi with an investment of Rs 320 crore rupees.

Regarding crop insurance,farmers have expressed concern.The monsoon shortfall crop relief insurance has been estimated at Rs.580 crore rupees,of which Rs.243 crore has been settled and an order for release of 225 crore has been issued.Efforts will be made to release the remaining insurance relief soon.

*Loan waiver is not an easy task:

When asked about farmers’ demand for a loan waiver, he said:”Demands are coming in.But loan waiver is not an easy task.We have granted loan waivers even when other states did not.We did it even when Manmohan Singh’s government was in power.We will review this matter.”

When asked about vacant posts in the Agriculture Department preventing farmers from getting assistance, he said:”For this reason,the government has initiated filling up 72,000 vacant posts.

A six-month deadline has been given to fill posts across all departments, including Home,Agriculture,Revenue, Education,and Rural Development.”

Regarding Opposition parties’ criticism that officials are being pressured during the SIR process,he said:”They are working according to the Election Commission’s guidance,and we do not interfere in this.

This is the central government’s responsibility.Providing staff is our responsibility,and we are doing that.”
