Education Department Files Police Complaint Against School for Withholding Transfer Certificates

The Department of School Education has lodged a police complaint against the management of Samar International Islamic School for allegedly refusing to issue Transfer Certificates (TCs) to more than 400 students,despite the school’s recognition being cancelled and directions issued by both the department and the High Court.

The complaint was filed at the Kothanur Police Station by the Bengaluru South Division Block Education Officer (BEO) against the school’s chief administrator,Khalid Mushraf,accusing the management of violating official orders and causing hardship to students and parents.

According to the Education Department,the school had earlier issued TCs to around 350 students,but more than 400 students are still waiting for their certificates, preventing them from securing admission elsewhere.

The department stated that meetings with parents were held on April 10,May 15 and May 30,informing them about the cancellation of the school’s recognition and directing the management to hand over all academic records to a government school.

However,the management allegedly failed to comply with these directions.

Officials also alleged that despite losing recognition, the institution has continued to advertise admissions for the 2026–27 academic year under a different name,raising concerns over unauthorized operations.

The Education Department has urged the police to take legal action against the school management and ensure that all student records are handed over to the designated government school so that affected students do not lose an academic year.

An FIR had already been registered against the school’s administrator earlier this year,and further investigation is underway.
