Immediately after taking oath as the Chief Minister,D K Shivakumar today announced a six-point plan to user in a new ‘Youth Era’.

The six-point plan includes free bus pass for students; a private employment exchange system;establishment of 10,000 youth associations across the state;a solution to the OC–CC problem;conversion of B Khata to A Khata across the state;a Rs.2,000-crore grant for asphalting the roads of Bengaluru city.

The Chief Minister held his first Cabinet immediately after taking oath and announced the measures in a press conference.

“The state’s farmers are our backbone.Preparations have been underway for the past six months to design many programmes for labourers and people of all classes.

In today’s Cabinet meeting,we discussed for two hours and decided to resolve the problems faced by people of six categories and to usher in a new youth era,”he said.

“In the first Cabinet meeting, we decided to give the people a new gift – a youth era.On the matter of farmers, we need to consult all the experts and formulate a policy. It is not just about making promises but they must be implemented.

I myself have experienced,over three years,the many challenges we faced regarding garbage collection in Bengaluru.

We must face equally big challenges in the same way. Resolving farmers’ problems is our priority.We must prevent migration from villages to cities for jobs and education.We must eradicate the narrow mindset towards agriculture,horticulture,and dairy farming,”he stated.

*Free Bus Pass for Students:

“The first of the decisions taken in our Cabinet meeting is issue of free bus passes to students.Whenever I visited other regions,boys would ask me,’You have provided free travel by bus only for girls,but not for us.’ So,we have decided to distribute free bus passes to students.To avail of this facility,one must apply,”he said.

*Private Employment Exchange System Alongside Filling of Government Posts:

“Secondly,to address the unemployment problem, our government is moving to recruit for 56,000 government posts.

The schedule for this recruitment will be released soon. The human resources we have here are not found anywhere else in the entire country.

Here, the government itself will provide an employment exchange facility to benefit those seeking private-sector jobs. Here,a greater share will be given to Kannadigas.

The percentage in this regard will be decided after discussion with everyone.Cabinet colleagues will be instructed to prepare the framework for this within a period of one month,”he explained.

*Establishment of 10,000 Youth Associations:

“The third is the idea of my dreams.It has been decided to form 10,000 ‘Bharat Jodo’ youth associations.A youth association should be formed in every panchayat.

Each association will have at least 150–200 youth. In urban areas, associations will be formed at the ward level. A platform will be provided for sports, cultural programmes,developing leadership, social harmony, and showcasing the talents of youth.

The government will give a Rs.10 lakh grant to each association.The framework for how this should be used will be decided in the coming days,”he said.

*Solution to the OC–CC Problem:

“Fourthly,another big problem troubling us is the matter of issuing OC(Occupancy Certificate) and CC (Completion Certificate) to those building houses.

After discussing how to resolve this problem,we have decided to give a one-time opportunity—even with a deviation of up to 20% for areas up to 2,500 feet—to those who applied by the 31st of last month and built houses.Providing water to those building houses is our duty,” he said.

*Conversion of B Khata to A Khata Across the State:

“Fifthly,it has been decided to extend the conversion of B Khata to A Khata to the entire state.The sixth guarantee of our government is the land guarantee.We are moving to provide proper records for people’s property,”he stated.

*Asphalting of Bengaluru City Roads:Rs.2,000 Crore Grant*

“The sixth decision relates to Bengaluru.It has been decided to grant ₹2,000 crore for the asphalting of all roads in Bengaluru city,excluding those already under existing projects.

We have decided to complete the asphalting within 3–4 months.We will discuss the remaining matters on other days,” he said.

Question and Answer:
When asked how much the free bus pass would cost,he said, “Students are our children.We will provide however many thousands of crores it takes for their free travel.”

When asked how he would provide the grant for youth associations, which would amount to Rs.1,000 crore, he replied,This is D.K. Shivakumar’s government.”
