IPC all over the country. YCP Act in the state

-Galla S Kiran Kumar,Bureau Chief Telagana (Andhra Pradesh)

Anywhere in the world. But in Andhra Pradesh, if Vaikapa leaders resort to attacks, commit atrocities, storm houses, burn party offices, burn vehicles, create chaos, commit anarchy, try to kill with lethal weapons, it is not their fault.

Even though the police system, which is said to be loyal to the ruling party, is
committing anarchy before our eyes,
it is the same from the DGP level to the lower level.

Today, Amaravati: Anywhere in the world. But in Andhra Pradesh, if Vaikapa leaders resort to attacks, commit atrocities, storm houses, burn party offices, burn vehicles, create chaos, commit anarchy, try to kill with lethal weapons, it is not their fault. Yes it is true. Starting from the state DGP to the district SPs, everyone is repeatedly saying this. Not just in words. If the leaders of the ruling party commit attacks, the actual cases are not filed against those involved in the incident. If necessary, we will file cases under light sections that allow for bail. There will be no arrests. And even if the victimized parties resist the anarchy, Even if they try to protest, they are immediately booked under non-bailable sections. Accused of attempted murder, assault with deadly weapons, injuring the police on duty, defaming SC and ST. They are arrested and detained on suspicion. If possible, the third degree will be shown. If the IPC Act is being implemented all over the country, in AP, the police are following the YCP Act. Criticisms are being expressed that Vaikapa leaders and activists are working like a private army after being subservient to the ruling party. The opposition is flagging that they are supporting their anarchy. They say that even in the wild kingdoms there is no such rule. Injuring the police on duty, defaming SC and ST… They charge as many charges as possible and file cases under non-bailable sections.

If they say ‘Babbabu’?

In front of the eyes of the police, Vaikapa leaders are committing attacks, vandalism, arson, brutality and brutality. They are playing the role of spectators and are watching Chodyam as if they are not involved in Damanakanda with violent incidents. Even if the leaders and activists of the opposition parties stop the attacks and vandalism and try to protest against them, they are severely suppressed. Illegal cases are being made. The police are the complainants and are filing cases against the victims.

*Recently, when MLA Vallabhaneni Vamsi’s followers Ramu, Olupalli Ranga and others were going to attack the TDP office in Gannavaram, the police stopped them and shouted ‘Anna.. Anna’. Pushing them away, nothing was done to them. This is just an argument to show how sensitive and respectful the police are towards the leaders of the ruling party who commit anarchy. No case has been registered so far if the TDEPA office in Gannavaram was attacked, a car was set on fire and vandalism was created. TDP leader Kommareddy Pattabhiram, who went to protest and resist this, but many TDP leaders including attempted murder, two cases under SC and ST Atrocities Act have been filed against them. Cases have been registered against TDP leaders including Bode Prasad and others. There is only one case against Vaikapa leaders and activists despite the attacks. Three cases were filed against the TDP leaders who protested against it. This incident is an example of how much the police in AP are servile to Vaikapa.

Those who resisted are guilty

* Apart from threatening to kill TDP leader Ravi Venkateswara Rao in Gudiwada on December 25 last year, Vaikapa leaders who stormed the party office with knives and sticks and threw petrol packets have filed a case against Kali and others under the bailable sections instead of the attempt to murder sections. According to the complaint filed by Vaikapa activist Narendra regarding the same incident, a case has been filed against TDP leaders including Ravi Venkateswara Rao for attacking Kali with deadly weapons under strict sections. A head constable who was on duty was hit by a stick thrown by someone and injured his ear and head.. TDEPA leaders have filed a case. At the same time, there were no cases of Vaikapa leaders pushing the CI and other staff and misbehaving with them.

* When Chandrababu visited Kuppam in August last year, Vaikapa ranks attacked them. In this incident, Vaikapa left them behind and filed cases against 65 TDP members under the SC and ST Prevention of Atrocities Act. Some of them were arrested. Against the Vaikapa leaders who attacked, only one case was filed under the mild bailable sections and only three were included as accused. They were not arrested.

* Vaikapa leaders created havoc in Macharla town in December last year. TDEPA office was attacked and set on fire. They broke into the houses of the party workers and vandalized them. Assault with deadly weapons. Vaikapa leaders are responsible for all these incidents. Based on the complaint given by Vaikapa leader Challa Mohan, a case has been filed against 24 people including TDP leader Brahma Reddy under sections of attempt to murder. On the same complaint given by the TDP leaders, cases were filed against the Vaikapa leaders under bailable sections.

* When the then Pedana MLA and current minister Jogi Ramesh rushed to attack the house of TDP chief Chandrababu.. Police registered a case against him under mild sections. Based on the complaint filed by Jogi Ramesh’s driver, TDP leaders were arrested under SC and ST Prevention of Atrocities Act.

* If Vaikapa anarchist groups attacked the TDP central office, a case was registered, but no action was taken against any of them. A case was filed against the TDP leaders who went to the police headquarters to give a petition to the DGP on this incident. These are just a few examples of how the police have become pawns and a private army in the hands of Vaikapa leaders. In almost every case, their behavior is the same.

If Vaikapa leaders, we will see Chodyam

Crime control is the main responsibility of the police. Basic duty. But the way of AP police is different. Even if the leaders of the ruling party commit attacks in front of their eyes, they play the role of spectators and do not go towards them. Tens of rioters stormed into the TDEPA central office, which is closest to the DGP’s office, and attacked them with stones and sticks, but the police were not aware of it. Even though it was possible to reach the place of incident in just two minutes from DGP’s office, no one went to those slums for 30 minutes. TDEPA office staff informed the police station in advance that there is a possibility of an attack, but there was no response. The vandals did not stop even though they went directly to the office of the DGP.

* The followers of Minister Peddireddy Ramachandra Reddy attacked and vandalized the house of industrialist Ramachandra Yadav in Punganur for about three hours, but the police did not stop them. Ramachandra Yadav lamented that everyone from local police to SP and DIG was informed but not a single policeman came.

Isn’t this a horneting of the ruling party?

The party cadres led by Vaikapa MP Margani Bharat attacked the marching Amaravati farmers by pelting stones, diesel packets, water packets, flag sticks and bottles filled with sewage, but the police did not stop them unless they stayed there and watched.

*DGP Rajendranath Reddy said in a press meet held in October last year that they are calling the organizers who are protesting against them and saying, ‘Do your own protests…don’t stop the march of Amaravati farmers’. With the permission of the High Court, as per the route map, the Vaikapa agitators were allowed to protest by the police base, who should have warned them that they would be dealt with harshly if they obstructed, provoked, agitated or provoked the farmers, and attacked the farmers and blocked the padayatra. This is the same DGP who protested against the farmers’ march and said it was of no use. The victim Tedepane was wrong and said ‘Why are you going to the disputed areas? What do you do there? Who asked you to go?’ If you see the questioning, you can understand how much the police are rooting for the ruling party.

* On November 28, 2019, when TDP chief Chandrababu visited the capital Amaravati region, some people threw stones at his convoy. Others threw away their sandals. Responding to this incident, the then DGP Gautam Sawang said, ‘Protest is freedom of expression. The Constitution has provided that right to everyone. If the boss, who is supposed to be an ideal for the entire police system, is making such comments, will the lower level staff not pay attention to the anarchy of the ruling party?

Why are you going to the disputed areas? What do you do there? Who asked you to go? Go to fights? Knowing that they are sensitive areas, if you go there and start a fight, why go too far? Don’t you have responsibility?”

– The comments made by DGP Rajendranath Reddy on December 28 last year were that the TDP office and the houses of the party leaders were set on fire and attacked by the TDP leaders in Machharla.

“The reason for the reactions was that the TDP spokesperson insulted the Chief Minister, who is holding the constitutional post, with obscene language. Everyone saw what it was. He did not slip his mouth and make rude comments by mistake. Repeatedly used foul language. Such abuse from the office of a political party in a democratic system is not appropriate. We did not expect any sudden reaction from certain sections of people towards those comments. Profanity should not be used against the constitutional posts of President, Prime Minister, Courts, Judges and Chief Minister. We are taking this seriously.

– On October 20, 2021, the then DGP Gautam Sawang responded saying that the comments made by Pattabhiram were the reason for the attacks on the TDP central office and the houses of party leader Kommareddy Pattabhiram. It is noteworthy that the DGP, who should have condemned the attacks, has condemned Pattabhi’s comments.

Will they retreat if they attack?

Some police officers are acting as if it is their job to bring the Vaikapa leaders to justice. At that time, Guntur Range IG Trivikrama Verma commented on the incidents of Machhars that ‘violent incidents took place because they went to a sensitive area without informing the police’. Palnadu SP Ravi Shankar Reddy concluded that they are very minor incidents. This is an example of police response to attacks on opposition leaders.

*Jogi Ramesh went to his house to talk to the former CM. He had no intention of attacking. While Jogi Ramesh was going with his followers, he was stopped by the police at Karakatta. Later, the security personnel tried to stop them at the check posts. Chandrababu’s house guard stopped them all. Jogi Ramesh stayed 350 meters away from the house. First the TDP ranks stopped his car. The glasses were broken with stones. Trivikrama Verma, Guntur IG said on September 20, 2021 regarding the attack on Chandrababu’s house. If the opposition parties, leaders, public and labor unions in the state call for peaceful protest programs on public issues, the police will be alerted from the day before… house arrests and arrests will be made everywhere!
