Telangana Budget Live Updates: Regularization of services of contract employees from April

The Telangana Government has introduced the Telangana Budget 2023 in the TS Assembly. Finance Minister Harish Rao brought the budget of Rs 2,90,396 crore before the House. As it is a key budget that is being introduced in the election year, the state government has done a huge exercise.

BJP MLA Etala Rajender criticized the budget presented by the state government as a juggling act of numbers. He said that 70-80 percent of these allocations are not released. He alleged that cuts have been made to many departments. Farmers are demanding complete loan waiver.

Majority in the budget for the welfare sector: MLA Bigala Ganesh Gupta

Bharasa MLA Bigala Ganesh Gupta said that agriculture, irrigation, electricity, education and medical sectors have been given a lot of attention in the budget. He praised CM KCR for making radical changes in all sectors of the state. He said that huge funds have been allotted in the budget for the welfare sector.

Regularization of services of contract employees from April

“Employees are a vital part in the development of the state. It is a first in the country to give fitment to Anganwadi, Asha and outsourcing employees equally with government employees and apply it simultaneously. The government has decided to introduce the new EHS system in this financial year as per the appeals of the employers’ and teachers’ unions. Earlier there was only 60 to 80 percent local reservation for locals. With the new recruitment system being implemented now, from attendant to RDO, 95 percent jobs will be available to locals. New recruitments are done in this manner. This is a historic achievement of the Telangana government. From June 2014 to February 2022, the government has given permission to fill up 1,61,572 posts through direct recruitment. Of these, the process of 1,41735 posts has been completed. For salary of new employees in this budget Rs.

9,599 crores to Home Department

“Management of law and order in the state is effective. So far the government has created 31,198 new police jobs. To strengthen the surveillance system in the state, the government has installed 9.8 lakh CC cameras across the state. The government has set up 18 new fire stations in 2022 for efficient management of disaster relief in the state. In this year’s budget, we are proposing Rs. 9,599 crore to the Home Ministry.

4,037 crores to the Industries Department

“The Telangana Government’s ambitious introduction of the TS IPass Act has brought revolutionary changes. The process of permits for establishment of industries has become very easy. It is remarkable that there is a 156 percent growth in the recruitment of IT jobs. In terms of IT exports, Telangana has reached the number one position in the country with a growth of 26.14 percent for the year 2021-22. The government has built IT towers in Warangal, Karimnagar and Khammam with an aim to expand the IT sector to the second tier cities. IT towers are under construction at Nizamabad, Mahbubnagar, Nalgonda and Siddipet. We will start these in this financial year. 4,037 crore is proposed for the industries department in this budget.

2500 crores for maintenance and repair of roads

After the formation of Telangana hundreds of km. We have developed Mera roads. The state government has taken up the construction of integrated collectorates in 29 districts at a cost of 1581 crores. Construction of 7 storey Secretariat building with area of 7 lakh sq ft with advanced facilities has been completed. Chief Minister KCR will inaugurate this secretariat on February 17. This year, we are proposing Rs.2500 crore in the budget for road maintenance and repairs through the Roads and Buildings Department in the state.

11,372 crores to Municipal Department

“We are providing infrastructure in cities according to the needs of the people. We have allocated Rs.346 crores to convert crematories into Vaikuntha Dhamas with modern facilities. We are providing safe drinking water to every house with 6578 crores in 141 municipalities under Urban Mission Bhagiratha. We are developing 42 key roads, flyovers and underpasses under ESSRP. We have designed ‘Airport Metro’ connecting airport to airport metro rail from all parts of Hyderabad for the increasing air passenger transport facility. Rs.6250 crore will be completed in three years. 32.218 double bedroom houses under GHMC are under various stages of development projects with Rs.387 crore under HMDA. We are proposing Rs 11,372 crore in this budget.

31,426 crores to Panchayati Raj Department

Another good news for local companies. Apart from the urban and rural development funds released by the state government from this financial year, it has also been decided to directly transfer the finance commission funds into the accounts of the local bodies. 9243 km. Mera is taking care of plants on both sides of the roads. A proposal of Rs.2 thousand crores in the budget for maintenance of repairs of old damaged Panchayat Raj roads. Also, we are proposing Rs.31,426 crore in the budget for the Panchayat Raj department.

12,161 crores for medical and health sector

Telangana State has stood third in the country in providing best medical services to poor people. Telangana ranks first in medical education with an average of 19 MBBS seats per lakh population. 1 crore 54 lakh people have been examined and more than 40 lakh spectacles have been distributed through Kanti Velam. Hyderabad city is building super specialty hospitals on all sides. Health City has started construction in Warangal with a capacity of 2000 beds at a cost of 1100 crores. Along with dialysis services, maternal and child health, nutrition, KCR kit, KCR nutrition kit, Telangana government has undertaken palliative care for terminally ill patients with cancer and AIDS. We are proposing Rs 12,161 crore in this budget for medical and health sector.

19,093 crores for education department

The government is working sincerely to strengthen the education sector in the state. Through ‘Mana Ooru Mana Badi’, the government is undertaking many innovative programs such as development of schools, creation of infrastructure in universities, teaching in English medium. Telangana became the only state to provide meals with rice to the students. We are proposing Rs 19,093 crore in this budget for the development of the education department.

1471 crores for Forest Department and Telangana Greenery

“People are participating in the Haritaharam program with the spirit of the movement. The total green cover in Telangana has increased by 1.70 percent. The Telangana government has revived 13 lakh acres of forest at a cost of Rs.1500 crores. The number of tigers in the state has reached 26. The number of leopards is 341. We are proposing Rs. 1,471 crores in this budget for forest department and Telangana green food.

For the welfare of journalists and lawyers..

For the welfare of journalists, the Telangana government has allocated a fund of Rs.100 crores to the Corpus Fund. The construction of Rs.15 crore media academy building has reached the final stage. A fund of Rs.100 crore has also been provided for the welfare of lawyers.

3,210 crores for Kalyanalakshmi/ Shaadi Mubarak

Telangana government is providing financial assistance of 1,00,166 rupees for poor girl child irrespective of caste and religion under Kalyanalakshmi/ Shadi Mubarak scheme. We are allocating Rs.3,210 crores for this purpose in this budget. We are proposing Rs.2.131 crores in this budget for the welfare of women and children. We are allocating Rs.2,200 crores for the welfare of minorities.

6,229 crores for the welfare of BC communities

Telangana government is working with special attention in creating special schemes for the development of the poor and vulnerable sections of the poor who depend on professional work. Telangana government has taken up distribution of sheep on a large scale to help the shepherds who depend on sheep rearing. In Swarashtra, the Telangana government is providing great support to the handloom weavers. Handloom and power loom industries are handing over the manufacturing orders of sarees to be distributed on the occasion of Bathukamma festival. By conducting a digital survey across the state and identifying the handloom and power loom workers and giving them geotagging, the benefits of incentives and schemes provided by the government are transparently and directly transferred to the accounts of the beneficiaries. Apart from providing support pension to the handloom workers, we are also providing 5 lakh insurance under Netanna Bima Scheme. The state government has taken up a project to convert Neera into a soft drink to provide more benefits to Geetha workers. 5 lakh compensation to the families of Geetha workers who died in an accident. The Telangana government has significantly increased the number of BC Gurukuls. We are allocating Rs.6229 crores in this budget for the welfare of BC.

36,750 for special progress of scheduled castes

The State Government is implementing the Special Development Fund Act for the development of Schedule Castes and Tribes. In this budget, we are proposing Rs.36,750 crore under the Special Development Fund of Scheduled Castes. The government is providing financial assistance of Rs.20 lakh under the Ambedkar Overseas Scholarship for Dalit students to pursue higher education abroad. And for tribal welfare, we are proposing Rs.15,233 crore under the Schedule Tribes Special Fund.

17,700 crores for Dalit Bandhu

Telangana government is paying special attention for the comprehensive development of the downtrodden Dalit community. As never before in history, the state government is providing financial assistance of Rs 10 lakh to every Dalit family. Dalit Bandhu aid not only strengthens their families financially, but that wealth becomes social investment and helps to strengthen the economy of the state. In this order, we are proposing Rs.17,700 crore in this budget for the Dalit Bandhu scheme.
