Today, Amaravati: There was a heated discussion in Delhi on the issue of sagging of a key guide bond in the Polavaram project. Union Water Power Minister Gajendrasingh Shekhawat directly asked whether they were responsible for the collapse of the guide bund built to protect the spillway in the project. He got angry as no one gave the right answer. A meeting on Polavaram was held in Delhi on Monday under the chairmanship of the Union Minister. Chief Advisor to Union Minister Vedire Sriram, Chairman of Kendra Jalasangham, Chairman of Fact-Finding Committee Pandya, other members of the committee, Principal Secretary of State Water Resources Department from Andhra Pradesh Shasibhushan Kumar, Engineer in Chief C. Representatives of all the key partners attended this meeting. The report of the fact-finding committee on the issue of guideline bond collapse in the Polavaram project has not been finalized yet. As the report of the committee is not comprehensive, it is known that some elders have raised objections to the issues in it. Due to this, the finalization of the report is delayed. Construction company Megha is mainly carrying out the works in the Polavaram project. If the organization prepares the forms, the State Water Resources Department will submit them to the Central Water Society through the Polavaram Project Authority.

The Central Water Board approves these designs in collaboration with the Dam Design Review Panel. In this, many departments like AP Water Resources Department, Polavaram Project Authority, Dam Design Review Panel, Kendra Jalasangham, Central Soil and Material Research Station (CSMRS) and Vyapcos are playing a vital role. When so many people are participating in the Polavaram project, what should we think about the sagging of the guide bond? Union Minister Shekawat made it clear who is responsible for this. The minister questioned all the key stakeholders in this matter. He expressed his anger as they pushed the responsibility on each other. Why is there no coordination between so many organizations? A committee headed by Vedire Sriram, Chief Advisor to the Union Minister has been appointed to identify those responsible for the collapse of the Polavaram Guide Bond and to study all the defects in the construction of the project and correct them.

It will include the chairman of the Central Jal Sangam and others. The committee has organized a meeting in Delhi on Sunday. Representatives of key partner companies, state water resources department, chief officials in Polavaram, Megha, Bawar companies and other monopolistic companies were called for the meeting. It has been directed that everyone has to come directly to the Delhi meeting and cannot participate in the video conference. The committee will have to identify those responsible for the collapse of the guideline and give a report to the Union Minister on the measures to be taken to prevent such errors from occurring in the future.

Additional funds are needed for the initial phase

The Union Finance Department has already approved the sanction of Rs.12,911.15 crore for the remaining works in the first phase of the Polavaram project and for the relocation of those who will be displaced if it is built up to a height of +41.15 meters. In the first phase, State Water Resources Department Principal Secretary Shasibhushan Kumar also asked to give Rs.5,127 crores to relocate 16,642 displaced people in another 36 habitations. Union Minister Shekawat willingly responded to this. Polavaram Authority is advised to examine and submit to Central Water Society by July 15. From there it was ordered to be sent to the Central Hydropower Department by July 31. Engineer-in-Chief Narayana Reddy also gave a presentation on the progress of Polavaram works. A sub-committee has also been entrusted with the responsibility of comprehensively examining the matter of sand filling and vibrocompaction work in the main dam.

Partial diaphragm wall or new

The NHPC report suggested that it would be sufficient to construct a partial diaphragm wall in the second part of the main dam and connect it to the old diaphragm wall in a U shape. Apart from that, some people in the central water association suggest that a new complete diaphragm wall should be constructed. It was decided in this meeting to discuss and decide on this thoroughly.
