A total of 12,692 pourakarmikas under the Direct Payment System (DPS) have been regularized in the BBMP. Appointment orders for 3,628 of these pourakarmikas were issued on May 1,2025.
These permanent pourakarmikas are to have their salaries drawn through the Human Resource Management System (HRMS)starting from May 2025.
For salary disbursement via HRMS,it is mandatory to register essential documents such as PAN card, Aadhaar card,bank account details,dependent family member information,and other relevant personal details of the concerned officers/employees.
This requirement applies equally to the currently appointed permanent pourakarmikas in BBMP.
Accordingly,all newly appointed pourakarmikas must submit the aforementioned documents and complete their registration in HRMS in order to receive their salary.
However,it has been observed that a majority of pourakarmikas have not provided key documents such as PAN cards,dependent family member details,and information regarding educational qualifications.
The process of collecting these documents is currently underway.
Due to the absence of these details in HRMS,salary disbursement poses a challenge.Nevertheless, considering that the pourakarmikas have already reported to duty as per the appointment orders, a temporary exemption is being provided—allowing registration in HRMS with the available documents while deferring the mandatory registration of PAN cards, dependent family member details,and educational qualification documents.
These specific documents must be submitted to the Drawing and Disbursing Officers (DDOs)within a period of two months as a condition.
Accordingly,it has been ordered that salaries for May and June 2025 be processed for the 12,692 regularized pourakarmikas following the same procedure currently used for salary disbursement to pourakarmikas via HRMS.
The respective Executive Engineers and officials from the Solid Waste Management Department are instructed to ensure compliance.
In relation to this,Special Commissioner (Admin) Naveen Kumar Raju,has ordered that a temporary exemption be granted for PAN card,dependent family member details,and educational qualification documents for the newly appointed pourakarmikas,with the condition that these documents must be submitted to DDOs within two months.
Salary for May and June 2025 may be drawn under this condition,following completion of HRMS registration.
