Commissioner of Bengaluru North City Corporation, Pommala Sunil Kumar,has instructed contractors to expedite the installation of RFID systems on auto tippers.
During an inspection visit today to the auto tipper and compactor mustering point within the limits of the corporation at HBR Layout,the Commissioner noticed that none of the vehicles were affixed with RFID tags.He directed that RFID installation must be carried out without delay.
*Attendance Verification of Auto Tippers and Compactors:
At the mustering location,the Commissioner conducted a vehicle attendance check and found that out of 31 registered auto tippers, only 28 were present,and out of 5 compactors,only 4 were present.
Noting the low attendance,he emphasized that this directly impacts waste collection efficiency.Contractors and officials were directed to ensure 100% vehicle attendance at the mustering point on time every day and to perform their duties diligently.
*Follow-up Inspection of Auto Tipper Mustering Point to Be Conducted:
Contractors were given a two-day deadline to address the issues,including the RFID installation on waste collection vehicles.
The Commissioner announced that a follow-up inspection would be conducted on Friday.He issued a warning to the contractors to rectify all deficiencies immediately.
*Inspection of 150-Tonne Transfer Station Construction at HBR Layout:
The Commissioner also visited the transfer station at Yaseen Nagar in HBR Layout.He was informed by engineers and contractors that the station has a capacity of approximately 150 tonnes and is being constructed at a total cost of Rs.14.45 crore,including all taxes.
The monthly operational and maintenance cost is estimated at Rs.78.4 lakh.
The Commissioner issued strict instructions to the contractors responsible for the project to complete all pending works within one week.
*Key Observations from the Visit to Ward 24,HBR Layout Auto Tipper and Compactor Mustering Point:
1.Of the 31 auto tippers,only 28 were present;of the 5 compactors,only 4 were available.None of the vehicles had RFID cards,which was brought to the Commissioner’s attention.
2.As per information received from officials, on average, only 24 of the 31 auto tippers and 3 of the 5 compactors are operational daily.
3.Frequent replacement of auto tippers and compactors is causing disruption in door-to-door waste collection, resulting in waste accumulation and irregular collection.
4.During today’s inspection,leftover waste was observed on all inspected streets.
5.Contractors were warned to ensure 100% vehicle deployment and to clear all accumulated waste immediately.
Officials were instructed to promptly prepare RFID cards and ensure complete waste removal.The Commissioner also directed issuance of notices and imposition of penalties if norms are not followed.
6.A re-inspection will take place next Friday.If the required vehicle deployment and waste clearance are not implemented as instructed,the Commissioner directed officials to initiate the process of contract termination.
*Review Meeting on Infrastructure and Development at Yelahanka Mini Vidhana Soudha:
Following the inspection, the Commissioner held a meeting on the 3rd floor of Yelahanka Mini Vidhana Soudha with engineers from the City Corporation,Road Infrastructure, SWD, B-SMILE,and ward-level engineers.
The meeting focused on implementing directions from the Hon’ble Chief Commissioner of the Greater Bengaluru Authority regarding basic road infrastructure, lake development, and major stormwater drains.
Key instructions included:
* Identifying potholes on roads to be addressed by the city corporation.
* Immediate repair of potholes on arterial and sub-arterial roads if tenders are not in place.
* Where tenders have been issued but work has not started, contractors must carry out the pothole repairs.
The Commissioner urged all departments to act promptly and begin necessary development works without delay.
The inspection and meeting were attended by Joint Commissioner Mohammad Naem Momin, Executive Engineers, Assistant Executive Engineers, and other concerned officials.
