Review meeting held by Chief Minister Siddaramaiah regarding heavy rainfall and flood situation in the state

1 .22 percent excess rainfall was received In the state from June 1 to August 15.Chamarajanagar,Mandya, Tumkur received highest rainfall whereas,13 districts received more than normal rainfall.This time there has been good rain in the entire state.

2.The Meteorological Department has predicted that there will be more rain in the southern interior and, northern interior parts,coastal,and malenadu region of the State in the next four weeks.In this context, precautionary measures were discussed in the meeting.

3.Nine taluks like Siruguppa,Devadurga,Aurad,Bidar, Kamalanagar,Hubli,Shahapura,Yadgiri etc.have received below normal rainfall now.But it is predicted that there will be good rain in these taluks as well.

4)70 lakh hectares have been sown against this year’s target of 82 lakh hectares across the state.This time it is expected to achieve more than the target. Pre-monsoon crops like Urad dal and green gram are ready for harvest.

5.It is estimated that 81589 hectares of crop has been damaged due to rain.As soon as we receive the final report,measures will be taken to distribute the compensation.

6.In the background of increased rainfall,the CM instructed take measures to fill the lakes and tanks wherever possible under various lift irrigation schemes. In this way,problem of ground water and drinking water will be reduced.

7.State reservoirs are filled upto a total 89 percent. In this context,the CM directed to fill the lakes and also release appropriate amount of water from the reservoirs in advance looking into the rain forecast,so that sudden accumulation of water in the reservoirs can be prevented during rains which often causes floods.

8.Directions that there should be coordination between all the concerned departments in the government was given in this regard.

9.Report on fitness of bridges to be obtained from Public Works Department.If the connecting roads have collapsed,they should be repaired and facilitate the vehicle movement.All bridges and roads should be checked continuously to avoid any mishap.

10.Vehicle movement should be restricted on submerged bridges.Safety measures should be taken to prevent vehicle movement at any cost.

11.A total of 67 deaths occurred in the state due to heavy rains and compensation of Rs.329 lakhs were distributed in 66 cases.

12.It is suggested to ensure that Anganwadi,school buildings,bridges,lakes are in good conditions.

13.Old school buildings in Malnad and coastal areas should be identified and repaired on priority in the action plan.

14.Task Force constituted at Panchayat level.Grant of Rs.20,000 is provided.Preventing death and losses is our priority.Action should be taken to strengthen Gram Panchayat Task Force.

15.It is possible to avoid death and loss in cases like house collapse and drowning.Dilapidated houses should be identified before by the Rural Development Department at the village level.

16.A total of 1283 houses are damaged by more than 75 %.Rs.10.54 crore compensation has been provided 1.20 lakh each in 879 cases.Along with this,houses will be allotted under Devaraja Arasu Housing Scheme and 500 houses have been already allotted.

17.A contingency compensation upto Rs.1.40 crore was provided,Rs.2500 each for clothing damage to 2817 families and Rs.2500 each for damage to household goods for 2811 families,.

18.There were 29 deaths due to house collapse in the state and therefore people in dilapidated houses in urban and rural areas should be vacated and rehabilitated.

19.Do not allow people to enter the water bodies during floods,strict action should be taken with the cooperation of the police.Gram Panchayat,Revenue Department and Police Department should take precautionary measures in this regard.

20.Control rooms have been identified in Bangalore city.Areas where large drains are open have been identified and fixed in advance.Therefore no casualties have been reported so far.

21.It was directed to clear the encroachment of the rajakaluve.It was also directed to control the level of water in the lakes during rainy season and prevent flooding by installing gates.

22.Officials in Bangalore have been instructed to be vigilant.The Chief Commissioner of BBMP has been instructed to hold a daily meeting and review the situation in the city.Meeting of Zonal Commissioners should be held and assign responsibility to engineers and to take precautionary measures.In case of negligence of duty,action should be taken against them without hesitation.

23.It was directed to maintain coordination between BDA,BWSSB,BMRCL,BBMP etc.concerned with development of Bangalore.

24.All Deputy commissioners and Zilla Panchayat Chief Executive Officers should instruct their subordinate officers to be cautious.

25.Measures should be taken to ensure smooth flow of rain water in drainage in cities and towns.All drains should be cleaned regularly. Rs.210 crore has already been released for the repair of state highways.

26.The Health Department officials were instructed to take precautions against infectious diseases that may arise during floods.Dengue cases have declined.It was also advised to prevent the spread of Chikungunya and Malaria.

27.In case of power cut due flood or heavy rain, measures for immediate restoration of power has to be done. Necessary transformers,poles should be kept available.

28.All in all,instructions has been given to all departments to function cautiously.
