Members of the Animal welfare board of India are up in arms against BBMP negligent attitude towards stray dogs .
Assistant secretary of the AWB filed a complaint with the member secretary state animal welfare board copied to commissioner of animal husbandry and BBMP commissioner against relocation of 10 community dogs from tech park in Ibbaluru in Bellanduru to the outskirts of the city illegally.
In the complaint Assistant secretary,Prachi Jain said the board had came to know about the incident through an email complaint from Sudha Mahesh and Mr,Lina.S about the illegal relocation of all the community dogs from Vaishnavi Tech Square in Ibbuluru,Bellandur, Bengaluru to Sudha Shelter Home in Bidadi outside BBMP jurisdiction,illegally .
Adding to the worst,the BBMP has facilitated this illegal relocation quoting the AWBI community dog adoption procedure circular.
Also,stated that the none of the 10 dogs were adopted to homes and no AWBI recognized AWOs or SPCA members were involved in the so-called adoption.
The board has issued an advisory dated May 17,2022 requesting all the Chief Secretaries,Director General of Police of all States and union territories,the State Animal Welfare Boards of all States and UT’s,The District Collectors of all States and UT’s and the Municipal Commissioner of States and UT’s for the adoption of the community dogs,detailing the necessary protocol which must be followed while adopting a community dog to ensure the proper welfare of the animals and to prevent any unnecessary pain or suffering to the animal.
The Government of India have recently notified Animal Birth Control Rules,2023,(as per sub-rule 19 of Rule 11 of Animal Birth Control Rules, 2023),stated that the dog shall be released at the same place or locality from where they were captured and the date,time and place of their release shall be recorded after their complete recovery and the representative of the local authority or of the animal welfare organization shall accompany the team at the time of release and from time to time.
Thus,the stray dogs cannot be displaced and relocated from their territory in contravention to the above rule.
Meanwhile the animal welfare activists alleged that despite complaint raised no action has been initiated from the authorities concerned.
The BBMP officials are not friendly with stray animals especially dogs,rued a social activists.Forget about adoption they are not concerned about attacks or culling of stray dogs they added .
To add to the situation,the animal activists often get threats and intimidated by local residents for feeding stay dogs.
