… These are the words of the YS government when it announced the Lepakshi Knowledge Hub. Thus, showing vaikunth in the palm of his hand… he collected land from the poor people who were cultivating it and gave it to the company at a cheap price. The price has been fixed at Rs.1.75 lakh per acre of assigned land and Rs.50 thousand per acre for government land. 8,844 acres of land was allotted to ‘Lepakshi Knowledge Hub’ for just Rs.119.85 crores. Said jobs didn’t come…none came…it became a trademark of massive land scams. Irregularities of thousands of acres of land are not all. In the same category.. there is another corruption that leads them. For taking just Rs.5 crores from the Delhi company, 2,650 acres of land, now valued at more than Rs.1600 crores, fell into private hands. All this looks like a cross-border affair and a conspiracy.

In Bangalore too..

The Rajasekhara Reddy government has given 8,844 acres to the Lepakshi Knowledge Hub on the Bangalore-Hyderabad National Highway, about 65 km from Bangalore International Airport. The CBI which investigated the matter has clearly stated in the charge sheet that the regulations were violated in these allocations.. The then Chief Minister committed this illegality under the influence of his son Jagan. Therefore Jagan should be considered as the main responsible for the current developments.

Anantapur (present day Sathya Sai) district has 8,844 acres of land given to both sides from where the AP border starts. Of these, 4,191 acres were taken as collateral by the Indu company in banks. The money was used for other purposes. Finally, the company’s debts to the banks reached Rs.4,189 crores and raised its hands. The insolvency proceedings of the company are ongoing in the Hyderabad branch of the National Company Law Tribunal (NCLT). Earlier, ‘Eenadu’ brought to light the fact that Naren Ramanujulareddy’s son of CM Jagan’s uncle Ravindranatha Reddy’s company tried to acquire ‘Indu’ through this process. In addition to Hyderabad, NCLT Bengaluru branch also informed that another case on Lepakshi lands is under investigation, ‘Eenadu’ also collected those documents. With this, another 2,650 acres matter has come to light.


Another bankruptcy in Lepakshi Knowledge Hub!

HYDERABAD, TODAY: The Andhra Pradesh Industrial Infrastructure Corporation (APIIC) leased the land acquired from farmers for the Knowledge Hub through sale agreements in 2009. Its objective is to create an industrial hub. But the company did not do any such exercises.. it looked to make money from the land. On January 7, 2012, it entered into an agreement with Delhi-based company ‘Global Emerging Markets India Limited’ to sell 2,650 acres of the land given to the hub for Rs.238.5 crore. Accordingly, the Lepakshi Knowledge Hub has to set up two new institutions and transfer 2,650 acres to them. Later, Global will take the shares in those companies for Rs.238.5 crores. This is the plan! Accordingly… two companies were registered with the names Lepakshi Science and Technology Parks Private Limited and Lepakshi Heritage Wellness Village Pvt. Out of this, Hub took Rs.5 crore from Global for the expenses to transfer 2,000 acres to the science and technology company and 650 acres to the wellness village. The company gave this amount on March 19, 2012 through an Inter Corporate Deposit (ICD) agreement. Lepakshi Wellness Village is a guarantee for that. At the same time, the CBI started an investigation into the Lepakshi Knowledge Hub land case and registered a chargesheet on 17 September 2013. Due to this, the process of acquiring 2,650 acres for the global company has stopped. At the same time, the CBI started an investigation into the Lepakshi Knowledge Hub land case and registered a chargesheet on 17 September 2013. Due to this, the process of acquiring 2,650 acres for the global company has stopped. At the same time, the CBI started an investigation into the Lepakshi Knowledge Hub land case and registered a chargesheet on 17 September 2013. Due to this, the process of acquiring 2,650 acres for the global company has stopped.

A global organization that has gone to NCLT

In 2021, the global company filed a petition in the Bengaluru branch of the NCLT to initiate bankruptcy proceedings against the two companies as the debt of Rs.5 crore with interest has increased to Rs.25.84 crore and they have not been given 2,650 acres of land. The Lepakshi group has argued in the tribunal that they have not received a single penny of the Rs 238.5 crore that Global has to pay for the land, and therefore their claim should not be accepted. The Tribunal found that Global’s argument had merit and said that the bankruptcy proceedings should continue. On this order, Lepakshi Knowledge Hub went to the NCLT Appellate Tribunal in Chennai. With that, Lepakshi went to the Supreme Court. At present the petition is pending there.

Many doubts…

If we look at the consequences of the land given by the government for development going to another organization with the process of bankruptcy, doubts are being expressed that it is not natural. Many questions arise in this process.

Lepakshi Knowledge Hub has signed an agreement to sell 2,650 acres to a Delhi firm for Rs 238.5 crore. The amount received from that company was Rs.5 crores in the form of expenses. On this amount, an ICD agreement was signed between Global and Lepakshi Science organizations on March 19, 2012. On the 5th of the same month, Global representative Gulshankumar was added as a director in Lepakshi Science and Lepakshi Heritage organizations! The land was transferred to these two organizations in April 2012. It is surprising that the Knowledge Hub, which has done these works so quickly, has not canceled the contract even though no other money has come from the Delhi company, more than Rs.5 crores. Gulshankumar is still a director in both the companies. After signing the agreement with the global company.. Lepakshi Knowledge Hub in the balance sheet submitted to the Registrar of Companies (ROC) for the financial year 2013-14 shows that they have received Rs. 54 crores revenue has been shown. Out of which Rs.5 crores can be returned and the contract can be cancelled. But didn’t. If that had been done, this bankruptcy process would not have been possible. The question is whose interests have acted to make the situation go bankrupt!

The value of the land increased drastically

When the Lepakshi Knowledge Hub was announced, the YS government said that it would create jobs through the establishment of science technology parks, information technology institutes and financial districts. Land was collected from the poor who were cultivating and given to the company at a low price. The price has been fixed at Rs.1.75 lakh per acre of assigned land and Rs.50 thousand per acre for government land. Lepakshi, who spent three years without trying to set up industries on that land, is ready to sell it for Rs.9 lakh per acre. This is how the project is understood. Things have changed in these ten years. Land prices are increasing drastically after the establishment of a Kia factory nearby. At present, the average price per acre is at least over Rs.60 lakhs. According to this calculation, the value of 2,650 acres being put into bankruptcy is over Rs.1600 crores! If it goes bankrupt, it is as if the purpose of collecting from the farmers will not be fully fulfilled!


Jagane is the beneficiary, the first accused

The CBI, which investigated the land scam in the name of Lepakshi, included then Chief Minister Tanayudu and current CM Jagan as the first accused in its charge sheet. It has been stated that Rs.70 crores have been invested in Jagan’s companies as a reward for illegally allotting land to Lepakshi Hub. The current Vaikapa Parliamentary Party leader V. Vijayasai Reddy, Indu Group leader I. Shyamprasada Reddy, then and now Revenue Minister Dharmana Prasada Rao have also been included in the list of accused. With this, they seem to be responsible for the current deterioration of Lepakshi lands along with Jagan.


No matter who is moved, cry.. pain

In the villages of the Lepakshi Knowledge Hub area, tears are seen no matter who is moved. The YS government has collected 6,313 acres of assigned land in Chilamathur and Gorantla mandals to give Lekhashi. Out of which 5,811.16 acres were given to the Hub. 3,032 acres of government land was also given. The compensation is fixed nominally. Rs.1.75 lakhs for an acre of plateau and Rs.2 lakhs for water habitat. At present the lands are in the possession of ED. Some farmers are planting crops. But since the land is not in their name, loans and subsidized seeds do not come. The meager compensation received 14 years ago has been spent like a puff of flour. Now the land there (depending on how far from the road) is increasing from Rs.50 lakhs to Rs.1.3 crores per acre is causing them severe emotional distress.

Jagan’s virtue has been destroyed

They grabbed our lands to build factories and give jobs to every household. Now our children have to work and survive. People were destroyed by Lepakshi. Our family’s land is four acres. They took Rs. 1.75 lakh per acre. All that money was spent on other needs. Now where our lands are, an acre is worth a crore. Because of Jagan’s virtue, we have become annihilated. We have come to the point where we can die by drinking anything. I am saying on oath.. We are asking Jagan to leave the post.


My sister-in-law is working at home

Even if they asked where to go and live if there is no land, they were forced to take an acre for Rs.1.75 lakh. No factories have come here. We three are brothers. All together had 5.5 acres. We all shared the compensation. It was just over. Our son and daughter-in-law are now staying in Mumbai. My son’s income is not enough.. daughter-in-law is doing housework. Jagan did not care about those who lost their lands.


If Indiramma gave land, Rajasekhara Reddy grabbed it

At that time, if Indiramma gave land to our poor, YS Rajasekhara Reddy grabbed it. If not given, they threatened to occupy it. Banks do not give loans because there is no land now. Our son goes to work in wiring and educates children. If our two acres were there, they would be worth Rs.7 crores now.


Compensation is still good

Our 1.65 acre farm is under SEZ. A check was given in my father’s name for compensation of Rs.1.75 lakh per acre. My father’s mental health was already not good and he went somewhere. The bank said that they will give the money only if he comes. Finally another check was given in my mother’s name. He said that if he goes to take it, there is no money. Now doing labor. An acre around our farm is now worth Rs.70 lakhs, they say. They will give jobs to everyone while taking the farm. Even if we don’t study, there will be jobs. Nothing was given.


Compensation not received even if won in court

Our two acre farm under Lepakshi Hub was lost. Some of the relatives went to court over our land and initially they did not give compensation. Less than six years ago, the court ruled in our favor. Since then, no one cares even though they are looking for compensation. I went to the CM’s house in Tadepalli and gave a petition but there was no result. We live by working. Sometimes I feel like committing suicide. The price of our fields is now Rs.50 lakhs per acre.


We have become disoriented

We lost two and a half acres. If Jagan wants to give jobs to our children, there is no such thing. We have four children. One went to Delhi and the other to Mumbai holding his stomach. Cement work and watchman are working there. One will be here. Another had broken legs and arms. We cannot see anything for those who have gone to other villages. They are not in a position to see anything we have.
