NoThe state government presented the budget 2023-24 with health and agriculture as top priorities. About twenty percent of the funds have been earmarked for the welfare of the tribal communities. Housing for the poor has been given top priority. Apart from allocating funds in the budget, construction of two-bedroom houses will be done with funds outside the budget. State Finance Minister Harish Rao presented a huge budget of Rs 2,90,396 crore for the coming financial year in the Legislative Assembly on Monday. This budget has gained importance in the wake of the assembly elections later this year. Even though new schemes have been launched, funds have been allocated for the continuation of all the existing welfare schemes. 2018 election promises implementation target Rs. Funds have been allocated to waive off loans under 90 thousand. In addition, the share of funds for development programs has been increased. The state government has brought a huge budget with full confidence in its own revenues in the context of continued restrictions on loans. The growth rate has been estimated at 16 percent and it has been formulated. Rs.17,700 crore has been allocated to implement Dalit Bandhu in 118 constituencies targeting 1,100 families in each assembly constituency. This scheme got the first place in the allocation of funds. Rythu Bandhu was next with Rs.15,075 crores. The government has given priority to the house construction program for the poor in the state. Rs. 12 thousand crores will be allocated for the scheme which will provide Rs. 3 lakh for the construction of houses for those who have a plot of land. These funds have been allocated to benefit 2.63 lakh families in the coming financial year. 4 for Rural and Urban Development Schemes, 844 crores, the government will for the first time directly deposit these funds in the accounts of Gram Panchayats and Municipal Corporations. Special funds have been allocated for the repair and maintenance of rural and urban roads. 200 crores have been allocated for the KCR nutrition kit scheme. Rs.500 crore has been allocated for the improvement and repair of hostel accommodation in universities. 1,000 crores have been announced in the budget this time while continuing the new job appointments. The allocation of funds for various schemes including electricity subsidy, industrial incentives, R&B, maintenance of rural roads, Asara, Kalyan Lakshmi, Shaadi Mubarak, sub-salaries, Arogyashri, Mission Bhagiratha maintenance has increased more than before. This time the allocation under the Special Development Fund has been increased massively. In the previous budget, Rs.2,000 crores were allocated, but this time the total has increased to Rs.10,348 crores. This time also, almost the previous allocations to the irrigation department continued.

Go ahead with confidence in own returns
The state government has developed complete confidence in its own revenues. The state government is expecting a revenue of Rs 1.31 lakh crore, which has estimated a growth rate of over 18 percent in tax revenue. According to the revised estimates, the non-tax revenue was Rs.15,291 crore last year and this time it is estimated at Rs.22,808 crore. It has made budget estimates expecting the revenue from grant-in-aid to be Rs.42,259 crore. FRBM has estimated the state’s debt ceiling at Rs 40,615 crore in the wake of central restrictions on loans. This amount has reduced by Rs.4,300 crores from last year. The state has stated in the budget proposals that Rs.17,828 crores due to the state will come as inter-state adjustment in the wake of bifurcation of the state. It is estimated that Telangana state will receive Rs.6,500 crore adjustment funds for AP from the Centre. Central tax share is Rs 21,470 crore. The Department of Stamps and Registration has estimated the revenue at Rs 18,500 crore at a growth rate of 18.5 per cent over the previous budget. Excise revenue is estimated at Rs 19,884 crore, an increase of Rs 2,384 crore over last year. Vehicle tax has been increased by Rs.1,100 crore to Rs.7,512 crore.

Five times funds for development of constituencies
The government has allocated Rs.800 crores for constituency development funds and announced Rs.10,348 crores under Special Development Fund (SDF) in this election year. Last year Rs.2,000 crores were allocated under SDF but this time it has been increased five times. Apart from constituencies, allocations have been increased so that funds can be allocated where necessary for development works.

46 thousand crores loan…
The state government has proposed to take loans of Rs.46 thousand crore under the FRBM Act in the next financial year. The estimated share of own tax revenue, non-tax revenue and central taxes is Rs.1,75,306 crore while the remaining Rs.1.14 lakh crore is dependent on loans, grant-in-aid and inter-state adjustment funds. In the current financial year, Rs.40 thousand crores were expected in the form of grant-in-aid, but Rs.7,700 crores have been made available till December. A maximum of Rs.10,000 crores can be collected through central government schemes, but proposals of Rs.40,000 crores have been made based on estimates of grant-in-aid. The state hopes for non-tax revenue through the sale of lands. The state government has specifically mentioned in the budget estimates that Rs.17,828 crore of electricity dues from Andhra Pradesh to Telangana will come. 22 in terms of payments, 407 crores will have to be paid as interest. Allocations for wages and pensions have increased over the previous budget.

Today, Hyderabad: Chief Minister KCR said that the new budget of Telangana state is completely progressive and it reflects the aspirations of the people. He said that it will guide the future of the state’s gold and become a guide for the country. After the budget speech on Monday, the CM congratulated Minister Harish Rao in his office. Ramakrishna Rao, Special Principal Secretary, Finance Department, praised other officials. He said that since the inception of the state, Telangana has been creating a new trend by formulating a realistic budget and their government will always continue this tradition. He said that he will work sincerely for the implementation of the items mentioned in the budget.
