Karnataka Home Minister Priyank Kharge forms Expert Panel to Review Karnataka Police Cadre,Recruitment Rules

The Karnataka government has constituted an expert committee to review the police department’s infrastructure and capabilities and prepare a comprehensive modernisation plan focusing on technology,artificial intelligence,cyber capabilities and other emerging requirements,Home Minister Priyank Kharge said on Monday.
The committee will examine the department’s preparedness in view of changing crime patterns,rapid technological advancements,the rise in cybercrime and emerging security challenges.
It will assess the existing infrastructure and equipment, identify urgent requirements and recommend a phased modernisation plan for the coming years.
Eight Key Areas
The committee will examine the scope for upgrading emergency response systems,control rooms and the 112 service.
It will also review the strengthening of forensic laboratories and requirements relating to police vehicles and other mobility infrastructure.
The panel will study the potential use of artificial intelligence in policing,computerisation of various departmental functions,requirements for hardware and communication equipment,and the establishment of police training academies at the state and regional levels.
It will also examine the deployment of modern equipment and systems for maintaining law and order.
Preparing a comprehensive,priority-based and financially viable police modernisation plan for implementation over the coming years will be one of the committee’s key responsibilities,Kharge said.
Committee Headed by Retired DGPs:
The committee will be headed by retired DGP M.N. Reddy, IPS.Additional DGP, S.Murugan,Lokayukta Police Inspector General,A.Subrahmanyeshwara Rao,Deputy Inspector General of Police,Divya V.Gopinath and Superintendent of Police C.B.Rishyant will serve as members.
The committee has been given two months to conduct a comprehensive study and submit its recommendations to the government.
“Police modernisation should not be limited to purchasing new equipment.It requires a comprehensive approach covering technology,human resources, training,infrastructure,communication systems and citizen services.
Based on the recommendations of the expert committee,a comprehensive modernisation plan that can be implemented in phases and addresses future requirements will be prepared,”Kharge said.

Another expert committee has been constituted to comprehensively review the police department’s cadre structure,classification and strength of posts,and recruitment rules in line with the department’s present workload and future requirements,Home Minister Priyank Kharge said on Monday.
The committee will examine the existing cadre structure and sanctioned strength and recommend changes required to ensure effective utilisation of human resources as policing responsibilities and challenges continue to evolve.
Focus on Recruitment and Career Growth:
The panel will review recruitment procedures and eligibility criteria, besides examining measures to strengthen training and capacity-building systems and support the professional development of police personnel.
It will also study the strengthening of the Karnataka Police Academy (KPA),Mysuru,and other training units.
The committee will examine promotion opportunities, career progression and mobility across different levels of the police hierarchy.
It will also assess the need for creating new posts and reclassifying existing positions.
Reservation and Human Resource Planning:
The panel will review the structure of police posts in relation to reservation requirements and formulate a recruitment plan based on the department’s projected human resource needs.
It will also examine the appropriate ratio between direct recruitment and promotional posts.The committee has additionally been asked to review posts created for drivers and other lower-level employees working under the police department.Committee Headed by Retired DGP Kamal Pant.

The committee has been given two months to comprehensively study various aspects of the police cadre and recruitment system and submit its recommendations to the government.
“The government’s objective is to strengthen the department by scientifically assessing its human resource requirements,ensuring an appropriate cadre structure,creating an effective recruitment system, providing adequate training and offering opportunities for the professional growth of personnel,”Mr.Kharge said.
