Hyderabad: The government has taken steps to regularize illegal layouts and plots in the state. It has decided to scrutinize the applications within three months and sort the eligible ones. It has been ordered to start this process from the first week of August. The Chief Secretary of Municipal Administration Department M. Danakishore has issued orders to that extent on Wednesday. The rules state that applications for plots should be examined in three stages and applications for layouts in four stages. After that, the eligible ones will be sorted by collecting the fixed fees.

25 lakh applications

About 25 lakh people have applied since 2020 for regularization of places and layouts. As there are lawsuits in the courts, they have not been resolved. But for those who want to build houses, the authorities are giving permission by taking an affidavit stating that they will ‘obey the court’s decision’. Ever since the Congress party came to power last December, there has been a lot of confusion over the examination of LRS applications. At present, the applicants are happy with the issuance of the order.

First CGG examination

  • The Center for Good Governance (CGG) will pre-scrutinize the respective applications. Filters by computer based on various criteria. If the respective properties are in the prohibited list.. will identify and send information to the applicants. If the applicants do not provide complete documents.. will also send information about it.
  • After filtering by CGG, the remaining applications are examined at the field level by a team of Revenue, Irrigation, Town Planning and Panchayat officials. Nalas, ponds, heritage wealth, Shikham, Devadaya, Inam lands and other aspects are examined and objections are registered. Those details are already entered in the cellphone app created by CGG.
  • In the second stage after further study.. if they are eligible they will issue a notice to pay the fixed fee. In case of field examination, if found not eligible then those applications will be rejected. That information will be sent to the applicants.
  • In the third stage, regularization orders will be issued after confirming that the eligible applicants have paid the fees. In the case of layouts, the officers of various departments under the Additional Collector (Local Bodies) will examine it.

Establishment of support centers

The government has made it clear that help desks (help desks) should be set up in the offices of all district collectorates and local bodies to solve problems related to notices issued on regularization applications. It has been stated in the order that District Collectors should monitor the applications of other areas except Greater Hyderabad Municipal Corporation, Hyderabad Metropolitan Development Authority and Municipalities. The government has directed to provide training to all levels of staff and officers involved in the processing of LRS applications.
