“A new resolve has been made to build a Strong Karnataka by giving priority to health, education,water security,investment and economic strength,Bengaluru’s development,regional balance,social justice,capital investment,and employment,”said Chief Minister D.K. Shivakumar.
Speaking at the”Strong Karnataka Sankalpa:Shatakada Patha,Pragathiya Ratha”event held on Thursday at the Banquet Hall of Vidhana Soudha,to mark the completion of 100 days of his assuming office,the CM said.
“Siddaramaiah and I have kept the promise we made to you and walked the talk, as taught by Basavanna.We have governed in a way that the entire country appreciates.
I am not pulling this chariot alone.This is your government.The government of 7 crore people of this state.
The power you have given us and the trust you have placed in us are bringing change in the lives of people of every section.
Karnataka is walking on the path of a century,and we are committed to the development of the state.The land of the state,the labour of its people,the dreams of its youth—this is the resolve of Strong Karnataka.”
“All 224 MLAs,75 MLCs,28 Lok Sabha members,and 12 Rajya Sabha members together will work for the state’s progress through this government. Whoever wants to cooperate or not,I assure you that we will work within the Constitution in a democratic system.
Without harbouring hatred, jealousy or envy,I stand before you to take forward the chariot of Karnataka’s progress with equal share and equal respect for all,” he said.
For the landless: Free house and site for homeless Dalits; 5 lakh sites to be distributed to landless families in rural areas.
“The government has decided to provide free houses and sites to homeless Dalits and tribal people living in rural areas. 
We will distribute 5 lakh sites to landless families in rural areas,upgrade roads,drains,and street lights in Dalit colonies, provide self-employment to 50,000 youth from Dalit,tribal,backward class,and minority communities within two years, and set up training centres for entrepreneurship and skill development for minority youth,”he promised.
For farmers and agricultural progress:Negila Yogi, Tegada Siri,Gramanubhava:
“Farmers’ lives are difficult.We have brought many schemes to help them.Farmers are in distress due to drought.
Apart from Rajasthan,Karnataka has the largest dry land area in the country.With thousands of tractors available, the Chief Minister’s Negila Yogi scheme has been introduced to provide subsidised ploughing at low rates to farmers with less than 3 acres of land.
The Gramanubhava scheme has been introduced to expose city students to village life.Under the Tegada Siri scheme,teak saplings will be planted on roadsides and farmers will be given the responsibility of nurturing them.
Once they grow and are ready for harvest,70% of the value will go to the farmer and 30% to the government,” he explained.
For youth empowerment:Bharat Jodo Yuva Sangha, Udyoga Nidhi,Yuva Udyoga Setu:
“It has been 5 years since Rahul Gandhi’s Bharat Jodo Yatra.To empower youth and build leadership among them,and to make Karnataka drug-free, our government has decided to set up a Bharat Jodo Yuva Sangha in every panchayat.
To encourage the talent of rural youth,10,000 associations are being set up across the state with an annual grant of Rs.10 lakh each. A fund of Rs.1,000 crore has been earmarked for this.Offline applications are available from today,and we expect at least 25 lakh members to register,”he said.
“Through the Udyoga Nidhi scheme,we have decided to pay Rs.2,500 per job to those who create private jobs in rural areas outside Bengaluru.
Through the Yuva Udyoga Setu,the government will set up job exchange centres to fill vacant private jobs. Training will be provided according to the skills needed for private employment,”he added.
Empowering rural students:7.5% reservation,1,000 public schools,CM Vidyarthi Sahaya Hasta:
“To empower rural students, the government has moved ahead.There is already a 15.5% reservation for rural students,and out of that,we are providing an additional 7.5% reservation in higher education for those studying in government schools.
To stop people from migrating to cities for quality education,1,000 government schools at the panchayat level in rural areas will be upgraded into KPS schools.
These schools will be developed using CSR funds. Twenty schools have been built in our district at a cost of Rs. 12-15 crore each.This year,with World Bank support,1,000 schools will be built across the state,” he said.
Boost to industries:
“To achieve industrial progress in the state, priority has been given to fast-track approvals.In 100 days, investments worth Rs.43,214 crore have been approved.
A special accelerator package will be given for investments in backward taluks.To benefit workers near industrial areas,permission has been given to build housing for workers on 15-20% of the land under the Shramika Nivas scheme.
A textile policy and Ballari Jeans Park are on the cards, and Aerospace and Defence policies have been framed.
We have approved a 20,000 crore production cluster over 4,000 acres in Doddaballapur.A separate ministry for non-resident Indians will be set up to attract foreign investors.This will encourage outside investors to invest,” he explained.
“We are entering the AI era.To prepare the next generation according to modern technology, we have decided to set up India’s first government-sponsored AI university. We have also decided to provide AI education to children from Class 6,” he said.
“To build a healthy state, Tele ICUs will be set up in all taluks, the ‘Rice and Beda Bro’ campaign is being run for a shed-free Karnataka, and the Aarogya Spandana programme has been conducted.
H.K. Patil has given crematoriums in his constituency a dignified form called ‘Muktivana’. Similarly, we have decided to develop 1,000 burial grounds in the state,” he said.
“To develop industries beyond Bengaluru, we have come up with the ‘Beyond Bengaluru’ concept. For this, we are framing Coastal and Malenadu tourism policies.
Five global technology centres will be set up in second-tier cities such as Kalaburagi, Belagavi, Hubballi-Dharwad, Mangaluru, and Mysuru,” he promised.
“To stop people from running around to Vidhana Soudha, ministers’ offices, MLA offices, and government offices to get their problems solved, we have decided that the government will take administration to people’s doorsteps and provide solutions within the legal framework.
The Praja Seva (People’s Service) department has been started for this. At the programme I launched, 30,000 applications have come in. People have raised issues regarding pensions, podi (land records), khata (account), sites, and many others.
Every minister should run this campaign in their districts. They should solve people’s problems. MLAs should go to the panchayat level. If MLAs do not go, officers should go and respond to people,” he explained.
“Our government is providing land guarantee as the 6th guarantee. Krishna Byre Gowda did excellent work when he was Revenue Minister.
The Central government was surprised to see our scheme. In Bengaluru, 26 lakh property records are being scanned and digitised. In the state, more than 1 crore property records are being digitised into podi.
My vision is not limited to making Karnataka the fastest-growing state in the country. Instead, it is to make Karnataka a model state for tomorrow’s India,” he said.
“We have made grand resolves to take Karnataka’s economy to $1 trillion by 2037, to bring malnutrition below 5%, and to bring child dropouts and poverty down to zero. Some media persons asked me whether all this is possible.
I will only attempt what I can deliver. People said the five guarantees were impossible, but we proved it is possible,” he said.
“All steps will be taken for the state’s water security, including the Mekedatu project. There are small hurdles for the Mahadayi project in North Karnataka.
The Central ministers and MPs are not trying to resolve this. We have questions about their commitment. We will fight on this in the coming days. In the coming days, we aim to build 5 parks on the lines of Lalbagh.The government is ready to take up this project on forest department land,” he said.
“Our goal is Strong Karnataka—an economically strong, socially empowered, technologically advanced, and deeply rooted in values Karnataka.
I need all your cooperation for this. I am not just the Chief Minister, I am a public servant. I am committed to serving you 24/7.
Please cooperate in giving corruption-free administration.I asked the opposition for cooperation, but politics is what matters most to them.
Therefore, in the coming days, a special session has been called to discuss farmers’ issues and the Kasturirangan report,” he reiterated.
Review of 100 days’ milestones:
“On the very first day as Chief Minister, after discussions in the cabinet, we approved free bus passes for all students in the state,announced 10,000 Bharat Jodo Yuva Sanghas, OC exemption for buildings up to 2,400 sq ft, CC exemption, extension of B khata to A khata conversion across the state, began the process of filling 72,000 vacant government posts, and approved Rs. 2,000 crore for Bengaluru road development.
Later, we set up the Anti-Rowdy Squad in the state and decided to crack down on organised crime, goondagiri, and extortion,” he said.
“On the inter-state water sharing front, at the inauguration of all 33 new gates of the Tungabhadra Dam, the Chief Ministers of Karnataka,Telangana, and Andhra Pradesh came together under the leadership of the Union Jal Shakti Minister and gave a message of harmony.
This is the most satisfying moment of my life. At the South Zonal Council meeting held in Mahabalipuram, along with Karnataka, a strong voice was raised for fair tax distribution, water rights, and protection of political influence for southern states,” he reviewed.
Three years’ achievements unveiled:
*Five guarantees have put Rs.1.45 lakh crore directly into people’s pockets.
“In the last three years, we have built the state on the principle of people, policy, and progress.Through the 5 guarantee schemes, our government has given Rs. 1,45,416 crore to change people’s lives.
This is the largest social security programme. No matter how much we were criticised saying these schemes were impossible, we have proved it possible. Under the Gruhalakshmi scheme, Rs. 76,951 crore has been given to 1.24 crore women so far, reaching Rs. 66,000 per woman.
Two months’ instalments are still pending. Under the Gruha Jyothi scheme, 1.67 crore houses are being lit up. Rs. 30,522 crore has been spent on this scheme.
The Anna Bhagya scheme, which is Siddaramaiah’s dream that no one in the state should suffer from hunger, provides 10 kg rice per month to 4.44 crore people, and Rs. 21,054 crore has been spent.
Under the Shakti scheme, women in the state have made free travel worth Rs. 821 crore, costing Rs. 15,735 crore. Under the Yuva Nidhi scheme, Rs. 1,154 crore has been given as unemployment allowance to 3.72 lakh youth,” he explained.
“Our government has provided transparent administration by directly crediting Rs. 1,41,210 crore to the accounts of 2.70 crore beneficiaries so far. Under the SCP/TSP scheme, Rs. 42,018 crore has been given this year. This year, loans of Rs. 25,652 crore at zero and low interest rates have been given to 28.63 lakh farmers.
Approval has been given to 121 irrigation projects worth Rs. 17,073 crore in the state. The annual allocation for Kalyana Karnataka’s development has been increased from Rs.3,000 crore to Rs. 5,000 crore,” he said.
“In the health sector, we have taken major decisions. Under the Gruha Aarogya scheme, 88 lakh people have been given health check-ups at home.
Under the Hrudaya Jyothi scheme, 21,659 heart attack cases have been detected before any mishap. To improve nutrition among children, eggs are being distributed to schoolchildren six days a week,” he said.
“In the last three years, capital investment of Rs.2.53 lakh crore has come into the state, and we have secured the 2nd position in the country in attracting foreign investment.
So far, over 6 lakh jobs are likely to have been created. The state’s GDP has risen to Rs. 32.81 lakh crore, achieving 8.1% growth and outpacing the national growth rate,” he informed.
